Crime Numbers
The North Carolina State Bureau of Investigation (NCSBI) is responsible for all the counties of the state. In 2017, Moore County recorded a total of 1,747 index crimes. Violent crimes contributed 142 incidents of which 4 were for murder, 12 were for rape, 36 were for robbery, and 90 were for aggravated assault. There were 1,605 property crimes in that year including 405 burglaries, 1,174 larceny-thefts, and 26 motor vehicle thefts.
When these figures were compared with the crime data for Moore County in 2013, total index crime numbers declined by 13.8%, with violent crimes going down by 6.8% and property crimes reducing by 14.4%. An analysis of the five-year trend for Moore County showed reductions in the rates for murder (-50%), aggravated assault (-17.4%), burglary (-26.5%), larceny-theft (-5.7%), and motor vehicle theft (-66.7%), while there were increases in the rape (+100%) and robbery (+24.1%) rates.
Criminal Records
The North Carolina State Bureau of Investigation (NCSBI) is charged with the maintenance of statewide criminal information in North Carolina and is required to provide criminal history information to the public and qualified organizations upon request. Information requests for each entity are governed by separate sets of rules regarding scope, processes, and regulations.
Any member of the public is provided the right, by state and federal laws, to request a copy of their criminal history for personal review to ensure accuracy and completeness. For such purposes, the NCSBI provides a fingerprint-based check referred to as “Right to Review”. Submitting a Right to Review request initiates a statewide criminal history check and the results will be mailed to the requester.
Right to Review criminal history checks cost $14 per request and the only acceptable forms of payment are certified checks and money orders, which should be made payable to the NC State Bureau of Investigation. When submitting Right to Review requests, the requester must include a complete set of ten legible fingerprints on an FD-258 applicant fingerprint card, except where the requester has been amputated or possesses any other hand deformities. Obtain this from the local sheriff or police department. Complete the Right to Review Request form, include a certified check or money order for the complete fee and the fingerprint card. Criminal History Record Information (CHRI) is only released to entities that have been granted statutory access to such information or as a consequence of a judicial order or a subpoena. Organizations eligible to obtain CHRI are defined by the North Carolina General Assembly. Organizations that intend to use CHRI for employment and licensing purposes are only permitted to do so if there exists an applicable law (local, state, or federal) that specifically authorizes a fingerprint-based criminal history check for their purposes. The NCSBI maintains an access agreement with all organizations granted access to CHRI which defines the responsibilities of all parties. Certified criminal records for Moore County can be obtained through the Office of the Clerk of the Superior Court in the county. Complete the AOC-CR-314 request form and submit it to the Clerk’s Office in person or by mail. There is a $25 fee for such requests payable by certified check or money order. All reports for traffic crashes investigated by law enforcement agencies in North Carolina are forwarded to the North Carolina Department of Motor Vehicles (NCDMV). Trash crash reports are also obtained by calling (919) 861-3098 or visiting the NCDMV office at 1100 New Bern Avenue, Raleigh, and submitting a request in person.
Obtain local police incident reports, designated as public records, by contacting the police department where the incident report was filed. Local accident reports may also be obtained in this manner.
The North Carolina sex offender registry is maintained by the North Carolina State Bureau of Investigation. The public can search for information about registered sex offenders on the Sex Offender Registry by location, name, and registration number. The NCSBI also provides victims with status updates about sex offenders through the VineLink notification program. The Moore County Sheriff’s Office maintains a county-wide register of sex offenders. Court Records
Moore County has one Superior Court and one District Court located within the county limits. The Superior Court has general jurisdiction over all civil and criminal cases and will handle cases beyond the jurisdiction of the District Court. These include all felonies, some misdemeanors and infractions, lesser-included offenses, general civil claims over $25,000, and cases with no financial thresholds. The District Court handles certain types of civil and criminal cases including most misdemeanors and infractions, municipal ordinance violations, preliminary hearings, general civil claims of $25,000 and less, and involuntary mental health commitments. Vital records describe birth, death, marriage, and death records. Certified copies of vital records are typically only available on request to eligible persons. Those eligible to obtain certified copies of vital records in North Carolina are:

- Adult siblings of persons named on the records
- Current spouses of persons on the records
- Children and grandchildren of persons named on the records

Fees for certified copies of vital records are $10 each while uncertified copies cost 25 cents each, payable by certified checks or money orders made out to the Moore County Register of Deeds. Cash is accepted for in-person requests. Include a stamped self-addressed envelope and a copy of a valid form of ID, along with a request. Any request received without a copy of a valid ID will not be processed.
The Moore County Register of Deeds also makes available an online search index where members of the public can search for, and view, available vital records.
Most Moore County vital records are also held by the North Carolina Department of Health and Human Services (NCDHHS) and copies of records can be requested from the Vital Records Office. Records available from the NCDHHS are from 1913 for birth certificates, 1930 for death certificates, 1958 for divorce records, and 1962 for marriage certificates. There is a $24 fee for each copy of a vital record and a $15 fee for each additional copy.
